Council Past President Charlene Turgeon is awarded the 2004 Jefferson Medal for her work 
with the immigrant community of Portland.  

"Using a book on the history of America as a reading source, Charlene Turgeon tutors Kim Anh Thi Mai, a Vietnamese immigrant, in definitions, concepts and nuances of the words she encounters. Charlene volunteers to help refugees study for and pass their United States citizenship tests, and she helps new families adjust to cultural differences as they settle in Maine."
